In the U.S., the Defense Advanced Research Projects Agency (DARPA) and the Ministry of Justice have supported research in the development and use of laser-Dazzler. DARPA funded the first Laser Dazzler, a 300 milli watt hand-held green laser was in 1996 and later by the U.S. Department of Defense.

The Laser Dazzler is similar in size and weight to a heavy flashlight or torch, and is now run by the military and law enforcement agencies around the world. Laser Dazzler is currently in both Iraq and Afghanistan. The Laser Dazzler is used mainly to distract and disorient enemies from a safe distance and the victims.

The Laser Dazzler works in two ways. The first option is to temporarily blind a person with strong pulses on the power of green light that a person temporarily ruin vision to stimulate their visual centers. The second option is to use the effect of pulsed interference or scramble the magnetic signals to the brain and cause disorientation of over-stimulation of the brain.

Laser Dazzler effectively both day and night and can be used from close range with no danger of causing permanent damage to a person vision.
